1. Why to have organic tea certification?
The value of environmental protection and food quality improvement in organic agriculture does not be represented by the final products, and it cannot be reflected directly. As a result, as one of the organic production system, some special marks should be made to distinguish from regular products. In order to protect the legal rights of manufacturers and customers, production process and final products of organic tea must be supervised and certified at the same time, thus guaranteeing the tea quality. And these supervisions and certifications are carried out by particular certified institutions home and abroad which is often called open and independent third parties.
2. What is organic tea certification?
The organic tea certification is mainly developed by inspectors authorized by the certified organization committee, inspecting and examining every aspect in the process of plant, processing and sale of organic tea. In addition, institutions for quality examination are empowered to examine the samples. Certification for organic tea is a long process, generally, at least one examination would be carried out on the plant, processing, store, transportation and trade of organic tea as well as some irregularly uninformed examinations. These kinds of examinations not only help to supervise whether manufacturers, processors and trade men manufacture products according to the organic tea standards completely, ensuring the tea qualities but also do benefits for them to improve and perfect management system, thus establishing a sustained and stable plant, processing and trade system. 3. Institutions for certification
Generally, institutions for certification are supposed to be conformed to the list as follows:
The institution is independent from manufacturers and trade men, an independent third party;
The institution must have a inspector team which is familiar with the process of tea leaves as well as with knowledge on food production and management;
The institution must have the capability to examine and manage the standards of tea qualities and hygiene;
The certification for organic tea must be conformed to procedures regulated.
The inspectors are the “eyes” of certified institution and customers. The processing standard of organic tea plant applied for certification, on the one hand, is to examine the final products by particular examining ways. On the other hand, which is also a more important one, is to have on-the-spot investigations on the product process applied by the inspector and inspectors are supposed to see, listen, supervise and evaluate whether the applicant’s product process is accordance with the way manufacturing organic tea. Therefore, it is very strict to be an inspector.
Firstly, inspectors must evaluate applicants fairly and independently according to the certified standards. Inspectors must not be an employee from one side during the trade or whose company has any economic interests with certified products. Moreover, inspectors cannot work for the applicants or hold a position a year before and after the examinations.
Secondly, the consultations and suggestions provided by inspectors only help applicants to understand the organic tea standard and propose advice for improvement. During the certified year, inspectors cannot provide technical consultations and services to applicants for extra consulting expenses, or else they will be disqualified and the companies provided consultations from them will be disqualified the application for certification, either.
Thirdly, inspectors and examined companies should maintain the relationship of mutual equality and trust. Under the circumstances of involving commercial secret and special techniques, inspectors and examined companies should sign an agreement on keeping commercial and technical secret.
Fourthly, inspectors authorized by institutions are supposed to give out reports of on-the-spot investigations. Applications are not equal to certifications, and inspectors should propose suggestions on approval or disapproval the applications. The examination of an inspector to a company cannot surpass two years.
5. Committee for certification
The committee is composed of experts who are familiar with tea technology, manufacturing, management and organic tea standards. It has no direct and indirect economic interests with certified products and companies.
The committee will evaluate whether applications are conformed to the standards according to inspectors’ reports, relevant investigation forms and other certificates, and then make decisions of approval, disapproval of certification, having some conditions to get certifications and convertible certifications.
